With the rapid development of China’s economy, the problem of environmental pollution hasbecome increasingly prominent, and has also become one of the global problems nowadays.Environment is increasingly linked with the people’s production and living, and the citizens are payingmore and more attention to environmental pollution control. The role and status of Citizenparticipation in local government management of environment pollution is becoming more and moreimportant. Although the local government has realized the importance of citizen participation, not yethas come out from the traditional pollution control mode and given full play to the role of citizenparticipation.Beginning with the basis of giving the research background, this article combs citizenparticipation theory and environmental pollution control theory, according to review and comment onthe related literatures. Based on the control status of the local government, the author analysesempirical actual situation of citizen participation in local government environmental pollution controlby the questionnaire design and survey, and tries to find out the existing problems of current citizensto participate in environmental pollution control, such as the low participation rate, the lack of abilityto participation, the low level of participation, the less participatory ways, the limited role ofnon-governmental environmental organizations and the low satisfaction with the government. Thenthe article identifies the origins of the problems from the traditional political culture, participationmechanism, system guarantee, a sense of trust in government, and channels for participation, and putsforward relevant countermeasures and suggestions through cultivating the sense of participation,improving the relevant systems, strengthening public information and feedback on citizenparticipation, and broadening citizen participation channels, so as to be able to provide sometheoretical basis for the related practice.
