The rapid development of economic and the high population growth has broughttremendous pressure to the environment. According to the theory of environmentalcarrying capacity, control of pollutant emissions is essential measures to improveenvironmental quality. As one of the most stringent environmental management system,has been covering the total control of chemical oxygen demand, ammonia, sulfurdioxide and nitrogen oxides four indicators. In addition to emission reduction projects,construction and management of emissions reduction measures, rely on the market toconfigure the environment for economic instruments of environmental resources moreattention. Among them, the emissions trading system is the current environment ofeconomic means countries are pilot. Chongqing city-state as one of the pilot emissionstrading system, the need for regulation in the emissions trading system, institutionalmechanisms, the initial allocation, transaction pricing and market supervision andmany other areas expand research and demonstration. In this paper, the actual demandin Chongqing pilot emissions trading system as the goal, the pricing of atmosphericsulfur dioxide and nitrogen oxides transactions conducted the following research andget relevant results.(1) the existing emissions trading theory, pricing of emission rights principles,factors and common pricing method of emission rights were compared that treatmentcosts are decided on the basis of the price of emissions trading, in addition, the overalllevel of economic, environmental quality and other regional factors will have an impacton emission rights; combined with the specific circumstances of Chongqing andoperability, cost recovery method to determine Chongqing sulfur dioxide and nitrogenoxide emissions trading pricing methods.(2) In order to obtain cost-cutting Chongqing sulfur dioxide and nitrogen oxides,the survey carried out treatment costs, including sulfur dioxide, nitrogen oxideprocessing technology, processing costs and its components, etc.; through statisticalanalysis of survey results obtained Chongqing sulfur dioxide and cost reduction ofnitrogen oxides were1929yuan/ton and3,771yuan/ton. Sulfur dioxide emissionsrules to cut costs and its concentration negatively correlated to calculate the standardcost reduction of sulfur dioxide and depth of cut costs were1954yuan/ton and2,737yuan/ton. (3) establish a method to recover the cost based on emission of major airpollutants in Chongqing option pricing model, and analyzes the factors that influenceair pollutant emission rights Chongqing pricing; according to the actual situation inChongqing, determine the level of economic factors environmental capacity adjustmentfactor, emission efficiency adjustment factor and the opportunity cost of adjustmentcoefficients were1,1.08,1.026,,13.1%and 1,1.5,1.063,13.1%; comeChongqing sulfur dioxide and nitrogen oxides trading benchmark price was2,500yuan/ton and7,000yuan/ton.(4) supervision and monitoring in emissions trading, the emissions targetsmanagement, evaluation and reward system and other aspects of the transaction to makea recommendation.
