Comprehensive environmental pollution accident emergency management platformof western region is a set of decision platform which is covering all stages of prevention,emergency preparedness, emergency response, disaster recovery. It is about to constructa powerful environmental emergency information resource database to provide decisionsupport platform for commendation and disposal of the environmental emergencymanagement and unexpected environmental incident. This platform can provide theserious environmental accident hidden information source, emergency rescue and rescueinformation to the environmental protection departments timely, visually, vividly. It ishelpful for making decision to minimize the possibility of accidents and loss, rapidlyand accurately.The aim of this thesis is how to construct the comprehensive environmentalpollution accident emergency management platform of the western region. The wholedesign of the platform contains the platform position, demand, construction goal,framework, network structure, system function, diffusion model, business process andimplementation of the western region environmental pollution accident emergencymanagement integrated platform. This platform of the integrated information systemachieves the integration of emergency resources, emergency handling, post processingof the accident, which is a powerful tool to make sure of commanding the suddenenvironmental emergency fast and implementation efficient. Relaying on the mainfunction of comprehensive environmental pollution accident emergency managementplatform of the western region, we can manage the emergency experts, professionals,dangerous goods, materials, risk source, emergency plan, case and other basic data toprovide basic data needed for sudden environmental pollution emergency commanddecision support. Thus we can achieve the goal of the implementation of emergencyresponse, emergency monitoring, diffusion model, decision analysis,early warning andaccident treatment of electronic management. Emergency disposal shall be inaccordance with the emergency requirements and follow the process of expansion,scientifically and orderly. At the same time, by means of post disaster assessment andrecovery management, finally we can realize the management of system setup,maintenance, user, role, usage tracking management system.
