The underground mine is a complex production system with special production environment, thus the safety management is difficult. The construction of safety dispatch and command system of underground mines is helpful for enterprises to integrate safety information form different production area, to share software and hardware resources, to improve the ability of the coordinated operation, and to achieve dynamic safety management. For this goal, combined with the actual situation of china’s underground mines, this paper applyed system engineering theory to study the safety dispatch and command system of underground mines. And takeing Fan Kou lead-zinc mine as an example, to optimization study on the design of its safety dispatch and command system. The main contents and results obtained are as follows.(1) According to the charateristics of underground mines, safety scheduling information characteristics and the transter process were analyzed, the composition of safety dispatch and command system was discussed, and then the functions were determined.(2) Based on the life-cycle theory, the various influence factors form social environment, production sites and technology were analyzed, that would influence the construction and operation of the safety dispatch and command system of underground mines. And14important factors which decided the system operation were obtained.(3) Influence factors were investigated through a self-designed questionnaire, and the results of the survey were analyzed by SPSS16.0. Eight important factors were obtained though correlation analysis, which were management, organization, economic benefits, ground pressure, enviromental condition, operating activities, emergency management, network echnology.(4) Takeing Fan Kou lead-zinc mine as an example, based on the recent condition of safety dispatch and command system, the optimization principle, technical farchitecture and function framework were determined. Then the transmission, displaying and controlling of safety information were optimization studyed, the related equipments were preferred, the total cost was estimated, all that layed the function for the construction feasibility.(5) The reliability of the safety dispatch and command system of Fan Kou lead-zinc mine was analyzed with reliability theory and BP neural network. It showed that the reliability was high. Its safety benefits were analyzed with the theory of entropy change. The results show that the system would improve the safety benefits of enterprises. And the operation was predicted with the unascertained theory, the results show that the system would well operate.
