The Study On Environmental Efficiency And Its Infulential Factors Of China

Environmental problem has been affecting the survival and development of human, with the deepening of the concept of sustainable development; Environmental problem has been highly concerned by the world, and also becomes one of the most important problems that impact on global economic sustainable development. It is incomplete and inaccurate that without the economic efficiency of non-expeceted output, environmental efficiency as a comprehensive index of evaluating economic development and environmental impact comes into being.In order to measure China’s environmental efficiency and further study its impact factors, this paper use the CCR model and SBM model, select the input and output data from the year1998to2009, and study the extent of non-expeceted output affect environmental efficiency in China’s various provinces and four regions. The results show that the introduction of non-expeceted output decreases the China’s environmental efficiency values; the environmental efficiency values of four regions show a downward trend, the highest efficiency values is the eastern region, then followed by the northeast region, the western region, the central region. This paper makes a cluster analysis for the redundancy rate of input and non-expeceted output in2009by using system clustering method, and according to the analysis result, our country is divided into three economic-environmental areas, named for the good developmen area, the general development area and the slow development area respectively.Based on the environmental efficiency measure, this paper select seven factors from the economic factors, opening up degree, environmental protection and regional factors, analyze the extent of various factors affect the environmental efficiency by using the Tobit regression model. The result shows that:there is a significant positive correlation between per capita GDP, the actual utilization of foreign direct investment, import and export trade volume, environmental awareness and environmental efficiency; there ia a significant negative correlation between the industrial structure and environmental efficiency; there is a positive effect between environmental strength and environmental efficiency, but not significant. In order to test the reliability of models results, we make a robustness test, the test result shows that the Tobit regression result has a good robustness.In the end, according to the environmental problem in the process of China’s economic development, this paper propose some related policy recommendations briefly for improving environmental efficiency, achieving the coordinated development of ecomy and resources and environment. For example, transformation of economic growth; promoting technological innovation to development clean production vigorously;taking the road of recycling economic development; promoting sustainable consumption patterns; improving environmental management policies to enhance public environmental awareness.
