Jilin oilfield has built the Qianda—Jiachunchang gas pipeline was built in1997, pipelength76km, the design pressure is1.6MPa, diameter DN400, maximum design gastransmission capacity of40×104Nm3/d. Pipeline after years of operation has seriouscorrosion local frequent leakage, seriously affecting the safe operation of gas pipeline;pipeline at the same time, the area of ground environment has undergone major changes, theconstruction of water conservancy facilities, highway, cement asphalt road and ground built(structure) to build the isobaric covering pipelines to produce safety and environmentalhazards. Pipeline gas transmission capacity, serious corrosion, safety and environmentalrisks outstanding problems, has seriously restricted the development of Jilin oil field usinggas to replace oil project, so it is urgent to create new Qianda—Songyuan to ensure thesmooth implementation of replacing oil by gas project of gas pipelines, natural gas instead ofoil, to save operating costs improve crude oil commodity rate target.Analysis on present situation of operation of Qianda—Jiachunchang gas pipeline andthe existing problems, to carry out transmission and necessity of implementation of gaspipeline project Qianda—Songyuan. Application of planning theory, the natural conditions,social conditions, development status, development forecast and other factors, planningcomprehensive demonstration from the natural gas pipeline engineering, automatic controlengineering, the cathode protection engineering, fire engineering, transportation and buildingstructure, energy saving and environmental protection, labor safety and health technologypoint of project investment and construction scheme, through technical and economiccomparison of the project, carry out optimization research project.The method is based on analysis of production operation data and existing data,combined with the ground system status and long-term demand, the oil and gas storage andtransportation, technical economics, industrial engineering and other related knowledge, the Qianda—Songyuan pipeline project background, problems, technical scheme, investmentestimation and analysed, thus this project is feasible.By integrating theory with practice, study methods by using the method of investigationand theoretical studies of the combination and the combination of qualitative andquantitative analysis, to study the planning scheme comparison method, technology andpractice of production application of gas transmission pipeline project in Qianda—Songyuanscheme, the project of line selection, pipe diameter, wall thickness, material and the safetyand environmental protection and other aspects of the full comparative analysis, finally theformation of Qianda—Songyuan gas pipeline project, the scheme according to the nationallaws and regulations and standards on technology application, technology advanced, complywith the principle of investment to economic efficiency as the center of the enterprise.After the implementation of the project, can meet the needs of the rapid development ofnatural gas transportation demand of Jilin oil field using gas to replace oil project, naturalgas instead of oil, to save operating costs improve crude oil commodity rate target. Expectedannual can replace72175tons of crude oil, can save86321300yuan. Significantenergy-saving effect, the project has good economic benefit.Qianda—Songyuan pipeline project total investment98486000yuan, the financialevaluation of pre tax internal rate of return is21.30%, after tax internal rate of return of15.04%, were higher than the industry benchmark rate of return of12%, investment recoveryperiod is4.01years, pre tax net present value of35829000yuan, the financial evaluation ofbenefits are good, have the economic feasibility of projects.In summary, the project has good feasibility.
