In recent years, the death rate in China’s coal mine goes down year by year, but the situation of safety production status is grim comparing with other countries in the world. Analysis shows that the awareness of safety investment is still in the initial stage, and can’t reasonable configuration the safety investment is an important issue leading to the accident.For the healthy development of coal industry and make good use of limited resources, Establish a comprehensive evaluation model for coal min safety, the model is divided into two parts. Firstly, construct coal mine safety evaluation index system. The system could improve the evaluation accuracy of the existing coal mine safety system, make up for the deficiency of single-factor evaluation method, Adding weight and optimize the Gray model by analyzing the specific characteristics of the different coal mine safety systems. With considering of actual situation that the data of mine safety system is difficult to collect, so contact with the small-sample properties of SVM model to establish a new and effective evaluation system. The instance verified that the system can improve the prediction-accuracy effectively, simplified the system operation process in the meantime, which have a widespread application prospect.Secondly, by the integration of AHP and BP neural network, building comprehensive evaluation model of Coal mine safety input and optimize the weights, so as to avoid local minima errors. Make the prediction result more accurate. With considering the actual situation that input of mine safety is imbalance, adjust each factor inputs of the production function. By using the BP network which have been validated to the Secondary prediction. The test proved that the optimization of investment will lead to higher economic efficiency, will be a new direction for future development.In summary, the evaluation of management input system is different from the evaluation of the safety indicators. Safety-evaluation system focused on the protection system is safe and reliable, while the safety input focused on the number of coal mining enterprises effective could bring. It can be said that the former is a prerequisite for the latter, no security system environment can not bring stable and sustained economic development of enterprise. At the same time, the latter is the development direction and the target to the former. Pursuit the maximizing effectiveness of the coal economy would be the coal mining enterprises’ survive protection under the fierce competition. Looking into the future of the coal enterprises, in the increasingly shortage of social resources, rational use of limited resources and optimal allocation of safety investment, to obtain the maximum output of raw coal under the limited cost condition is each coal enterprises must focus on in the future.
