In recent years,the growth of energy consumption driven by the development of worldeconomy,especially the consumption of oil energy. Our country’s oil consumption is verybig,the instability of oil energy demand and prices lead to energy issues and affecting thecountry’s stability and development. In order to stabilize oil supply and demandeffectively,ensure nation’s energy security and eliminate the energy crisis timely,buildup the necessary oil reserve system is imperative. There has several modern forms of oilreserves such as the ground tank depot, underground oil depot and undergroundwater-sealed oil storage caverns,by comprehensive performance analysis we know thatthe third form is the best form of oil reserves in today’s circumstances. There are manyadvantages such as resource and money saving,less consumption of materials and highsecurity.Oil reserves is an important prerequisite for national security and economicstability,thus the safety of oil depot is the important safeguard for national economicdevelopment. So we must strengthen the safety management work of oil depot. Byanalysis the characteristics of safety management of underground water-sealed oil storagecaverns,we conclude that the impact of the main reason for its safe operation is unsafestate of human factors. In this paper,the problem of human factors management is studied.The main research contents are as follows:1. The accident-causing theory of underground water-sealed oil storage caverns isanalyzed and come to conclusion that the main reason for oil depot safeoperation is unsafe state of human factors. Then by introduce thetheoretical knowledge of SHEL model,and summarize the successful experience of therelevant industry which used SHEL model to human factors management. Thus thefeasibility of the application of SHEL model in the underground water-sealed oil storagecaverns human factors management and some related research contents is analyzed.2. The safety operation process of underground water-sealed oil storage caverns isanalyzed. And the meaning and understanding of factors for each interface of underground water-sealed oil storage caverns in SHEL model is proposed,whichcorresponds to the specific contents of human factors for the safety operation process ofunderground water-sealed oil storage caverns.3. Human factors management information of underground water-sealed oil storagecaverns based on SHEL model is established. The matching relations criteria of eachinterface which centered on human factors in SHEL model is given specifically. In theend,the management measures of human factors based on the established of SHEL modelis proposed,that is the implement of permit-to-work system and the construct of goodsafety climate.This study can play a positive and effective role for the control of human factors ofunsafe behavior. The mismatching status of the interface of human factors and others canbe found through the implement of permit-to-work system,the record of human behaviorand the long-term construct of good safety climate so as to discover human factors unsafestate timely in the process of long-term management. Then we can conduct humanfactors management according to human factors interface matching criteria to ensure thecorrectness and effectiveness of human factors and achieve effective management ofhuman factors,then the human factors accidents will be prevented.
