Currently, Shanghai industrial CO2emissions is high. The positive benefits ofeconomic growth offset by negative benefits of environmental problems. Therefore, it isnecessary to study the industrial carbon emissions in Shanghai, and to analyze itsenvironmental efficiency. It is important theoretical and practical significance for thesustainable development of Shanghai.Finishing calculating the main operating cost, the main operating revenue, workers,standard coal consumption and CO2emissions of10industries in Shanghai from2001to2010. The results show that industries develop steady, the energy consumption is increasingyear by year and CO2emissions are showed rising trend. On the basis of the calculation, thepaper use VRS model and Malmquist index model in the theory of DEA, to select theabove five kinds of data as the indexes to research the Shanghai10industries static anddynamic measurement analysis of carbon energy efficiency.Measure static analysis, the overall integrated efficiency, scale efficiency and puretechnical efficiency index in Shanghai10sectors were lower than1.and didn’t achieveeffective. The change of the whole industry efficiency is consistent with the pure technicalefficiency change, indicating that the impact to the overall efficiency of the industryenvironmental from the industry’s input indicators structure is higher than from the scaleefficiency.Environmental efficiency of carbon emissions in Shanghai10industry measure ofdynamic analysis showed four industries scale efficiency index of less than1, the industryinvested only failed to achieve optimal configuration deviation from optimal. Three sectorspure technical efficiency index of less than1, namely, the decline in the efficiency of theindustry, making the combined effect of the two indices have five industry technicalefficiency index of less than1, while technological progress index below1has five sectors,thereby there are seven sectors TFP index of less than1. Description Shanghaienvironmental efficiency performance of the10industry as a whole is backwards, fabricated metal products industry in which the most serious setback, the TFP index was0.896, also shows that the degree of light industry backwards. All industry throughappropriate adjustments to allocation of resources, technological advances can make carbonemissions industry to improve environmental efficiency.Therefore, the need to improve the technical efficiency of the allocation of resourcesthrough investment and technical inputs to improve adjustment, thereby making carbonemissions more significantly improve environmental efficiency. Technological progress isthe main factor affecting the industry carbon emissions environmental efficiency, technicalefficiency to a certain extent on the efficiency and effective environmental impact, therefore,all sectors need to increase investment in technology to improve the technical efficiency ofcarbon emissions and other industries to improve environmental efficiency.
