Population, resources, environment and economy between the various elements of the integrated composite system not only promote each other but also restrain each other, they both have the positive and the negative influences. Implementing the coordinated development between population, resources, environment and economy coordinated development can promote regional social progress and economic developmen This paper based on the previous studies on population, resource, environment, and economy,through establishing comprehensive evaluation index system of population, resources, environment and economic of Heihe river basin, using the coordination degree and coordination development degree model, using SPSS principal component and regression analysis to do quantitative analysis of resources, environment and economic system comprehensive development level, the condition of coordinated development and index of coordinated development trend of Heihe river basin from2002to2012,and then do the related research of Ganzhou District,Linze County and Gaotai County from2007to2012.Further revealing coordinated development problems of population, resources, environment and economy of Heihe river basin, so as to provide theoretical and reference basis to realize the coordinated development of Hehei river basin. The article is the combination of the coordination of system and the comprehensive development level at that time, combinating the static "coordinated development coefficient"and the dynamic "coordinated development tendency index" to consideration the situation of coordinated development. In addition, the research of typical watershed, typical regional scale, on the one hand, can enrich the coordinated development of the research, on the other hand can provide important experience for the inland river basin in westen china.
