Study On The Planning Method Of "Linking The Increase With Decrease In Land Used For Urban And Rural Construction"Based On Niche-Fitness Model

Nowadays, China has moved into the fast urbanization period. In this process, there exists a great demand for urban construction land. Due to the imbalance of demand and supply of construction land, urban expands blindly and a great amount of cropland has been transferred into construction land, which may threaten the grain yield and even the nation security. On the contrary, the rural residential land use efficiency is very low. According to this special situation in China, the state council proposed the decision on land management reform in2004, which encouraged to consolidate the rural construction land and to link the increase with decrease in land used for urban and rural construction. As an efficient method of balancing the urban and rural development, the linking policy put forward a new thought for the land intensive use and the cropland protection in the fast urbanization process. As the link policy has still been in its infancy, there appeared lots of problems when the local governments carried out this work such as insufficiency of feasibility analysis of the projects and so on. So, as the prerequisite and guarantee of linking work, a good and scientific planning seems to be more important.Based on the literature reviews on link work from the perspective of its benefits, operation modes, potential calculation, project zoning and obstacle existing in operation, we find out that the research on linking planning are not enough and the method used are simple. Meanwhile, the related technical regulations are still vacant. Because of these, this research introduces the niche fitness model to the linking planning and builds the evaluation system from the aspect of local ecological condition, production condition and living condition in order to calculate the niche fitness and zone the supply and demand areas. Then, the zoning results are modified according to the calculated linking potential so as to get the final linking plan.The planning method proposed in this research has been employed to the empirical study in Xinzhou District, Wuhan. The result shows that it is prior to link the high supply area (Shuangliu County) with high demand area (Yangluo County) during the planning period.
