With the publish of The Twelfth Five Year Plan about the Energy Conservation andEnvironmental Protection Industry, this industry has stepped into a rapid development stage. At thiscritical point, taking a global view of this industry and rational evaluating its development are veryimportant to promote industrial progress.On the basis of clearly defining the industry and its feature, this paper analyze the influencingfactors and construct evaluation index system by use of the ecological theory、 the industrylife-cycle theory and the industry performance theory.The main conclusions are on the following:(1)Energy conservation and environmental protection industry has positive externalities,permeability, policy dependence and technical support and other significant features. The socialmarginal cost of this industry is less than private marginal cost, and the social marginal benefit isgreater than the private marginal benefit. This is the typical positive externalities. The permeabilityof energy conservation and environmental protection industry performs on convergence with otherindustries. Because of environment public property, this industry can’t depart from the support ofthe government. To solve environmental problems, the industry need to rely on a large number oftechnical means, including environment monitoring, pollution prevention and control technology,energy saving technology, comprehensive utilization of resources, technology, etc. (2) Energy conservation and environmental protection industry in China is in a growth period.Through the study of the development features of energy conservation and environmentalprotection industry in our country, this thesis thinks that the current growth characteristics of thisindustry is consistent with the characteristics of the industry in the "growth". That is,the industry isin the stage of scale expansion.(3)To speed up the energy conservation and environmental protection industry need to build ascientific and reasonable evaluation index system. With rank "stimulus" the development of energyconservation and environmental protection industry is also popular in foreign countries, because thepalce where do a bad job will feel the pressure. Because rankings reflect the government officials`achievements, building a scientific and reasonable evaluation index system for judging isparticularly important. On one hand it can prevent the fraud at a lower level; On the other hand itcan provide accountability unit with gap information, and prompt them to suit the remedy to thecase and catch up. For this reason, this article selected the industry scale, industry profitabilityindicators, technical level, structure factors and development potential to establish the evaluationindex system on the longitudinal angle such as the present situation and future developmentpotential, as well as on the horizontal angle such as the input and output, the developmentefficiency and benefits, realizing the scientific and reasonable comprehensive evaluation.(4) Investment scale and technological progress play a very important role in promotingenergy conservation and environmental protection industry development. Through the empiricalanalysis, this article finds the industry scale takes the largest weight in the development of industry,and the technical level occupies the second place, suggesting that the investment scale of industryand technology progress plays a very key role in promoting healthy development of this industry.Empirical analysis results also showed that Shandong province energy conservation andenvironmental protection industries occupies the fourth in our country, and technology and industrygrowth ability restrict the development of energy conservation and environmental protectionindustries.The contributions of this paper: one is defining the scope of space for energy saving andenvironmental protection industry from the perspectives of industry internal subdivision and therelationship between this industry with the three major industries. The second is to explore and construct the industry evaluation index system including29indexes distributed in5aspects of theindustry scale, industry efficiency, technology level, structure factors and development potential.The third is carrying the empirical evaluation on the30provinces (cities, districts) of the country’senergy conservation and environmental protection industry development present situation by usingof the established evaluation index system and factor analysis method, early implement level ofincentive for each province energy conservation and environmental protection industrydevelopment.
