The Study On The Mechanism Of Forest Eco-compensation From The Perspective Of Ecological Civilization

With the rapid development of Chinese economy, ecological problems have become an important factor restricting the development of economy and society. The party and the government promulgated a series of policies and measures to strengthen the ecological construction, due the tightness of the resources, the deterioration of the environment, and the degradation of ecosystem. Seeing from the practical effect, the local ecological environment has been improved, but the overall deterioration situation of the environment has not been changed. And in the practice process of ecological environment protection, it appeared the shortage of political structure, especially the serious economic policy. Marx and Engels revealed:human being is product of nature, and develops with the environment. Nature is the basic condition of human’s living and performance of itself. To deal with the relationship between human and nature, one can not obey the law of nature. Ecological civilization is the sum of material and spiritual achievements in the process of historical development of harmonious development of human and nature, society, economy. Its core is to respect, adapt, protect nature, and to emphasize the harmonious development of man and nature. To construct the ecological civilization must vigorously strengthen ecological construction, to construct and protect ecosystem of forest and wetland, and speed up the development of forestry industry. As the main part of terrestrial ecosystem, forest is an irreplaceable role. The construction of ecological civilization cannot be without the development of forest.In China, we have very obvious problem of limitedness forest resources, of low quality, and uneven regional distribution. Unable to hold the deterioration of the national ecological environment effectively, the ecological problems associated with forests is very outstanding, the forest ecological benefits and related economic benefits is not fairly distributed between ecological protectors and beneficiaries, all of which seriously hindered our ecological civilization construction process. As one of the "five in one" strategy in the eighteen general ecological civilization of the Party, we should vigorously promote the ecological civilization construction background, research on related problems of ecological civilization construction is more important. This paper emphasizes two aspects:the connotation of Marxism thought of ecological civilization, ecological civilization construction and forest eco-compensation and the three inner links; the local policy practice in Huxian of Shaanxi Province. This part stated the theory and practice in two aspects of Marxism thought of ecological civilization, ecological civilization construction and forest eco-compensation and intension of the three inner links, mainly includes the following three aspects:the important connotation of Marxism thought of ecological civilization, Marxism thought of ecological civilization is the cornerstone of the theory of ecological civilization construction of our country and forest eco-compensation policy of China’s ecological civilization construction practice.The third part:the basic theory of forest eco-compensation. This part mainly expounds the basic theory of forest eco-compensation:explain the concept, theory basis, responsibility mechanism, standard and methods.The fourth part:the forest eco-compensation policy practice in the construction of ecological civilization. This part expounds the following three aspects:the policy system of forest eco-compensation in China, the investigation and analysis of Huxian forestry ecological civilization construction and Huxian forest eco-compensation policy.The fifth part:the strategic goal of the construction of ecological civilization as a guide to improve the forest eco-compensation mechanism.
