Then itdescribed the meaning of performance evaluation of source-controlling and emissionreduction and the other related theories.According to the characteristics of the main pollution sources in the source areasof Liao River, this thesis studied the status of source-controlling and emissionreduction in the source areas of Liao River since the water project was carried out,then analyzed the main factors of performance evaluation of source-controlling andemission reduction. The index system of performance evaluation of the surface watersource-controlling and emission reduction in the source areas of Liao River wasstructured from the performance of the water environmental situation, theperformance of source-controlling and emission reduction technology and theperformance of management.According to the principle of fuzzy evaluation and index features, the studyestablished entropy fuzzy evaluation model. Firstly calculate the weight of variousindicators by entropy method, and then used mathematical methods to determine theevaluation matrix, finally a combination of both weights and the evaluation matrix. Illustrated by the example of Si-ping of Liao river source area,and according to thealmanac data for2008to2010, evaluate the performance of Source-controlling andemission reduction,and obtain three-year performance sorting, the performance in2009is the best,and the performance in2010is better than the performance in2008.Analyze the reasons for the Source-controlling and emission reduction techniqueswhich used during the "eleventh five-years" has played a positive role, Meanwhile thegovernment and enterprises to pay attention increasingly of reduction,also played apositive role.
