Petroleum as the blood of modern industry, is associate with the development of our country tightly. With the rapid development of chinese economy, The domestic industry demand for oil is bigger and bigger. Since twenty-first Century, with the development of Chinese industry and modernization, Chinese petroleum consumption level has risen up to the second place of the world with the development of GDP, Domestic oil production is still unable to meet the consumption, The Eastern Oilfield produce the petrolenm with high rate of water content and high mining degree, the storage of oil in west is huge, but it is hard to exploit, so the oil consumption is still rely on importing, for the stability of oil supply,and reduce the dependence on foreign import, The national strategic petroleum reserve project was proposed, the underground petroleum storage construction in Shandong province is belong to the the first phase of the national strategic oil reserve plan. This article is depend on the oil storage project Shandong province, analysis the stability and water sealing ability risk in the underground carven, in order to provide some advice for the similar projects.This article is based on underground water sealed oil depot project in Shandong province. Analysis and evaluate the risk of underground oil depot, make the risk assessments on the aspects of surrounding rock stability and water sealing ability, apply the risk management theory in the assessment of underground oil depot risk, contents included several aspects:1、refer to the foreign and domestic risk analysis theory, present the definition of underground carven risk analysis, and propose the basic principle of the underground cavern risk.2, identify the risk of underground carven stability and water sealing ability, find out the risk factors of construction and operation, propose the impact factors of underground cavern stability and water sealing ability.3、after the weight analysis on main impact factors, evaluate and analysis the damage degree of main impact factors, analysis the stability and water sealing ability risk of underground water-sealed oil depot.4、risk assessment survey has been done and the risk grade of the underground cavern has been obtained. Classify the risk degree of underground carven, and provide recommendations for safe operation and construction.
