The shortage of water is the main problem faced by many big and middle cities all around the world. Reclaimed water, also known as intermediate water, is a kind of non-drinking water that can be used in certain scopes after purification and treatment in sewage plants and stations. Reclaimed water originates from sewage in cities, which is described as the "second water resource" for cities due to its huge amount, stability, and the exemption of climate and other natural limitations. As long as sewage produces, reclaimed water exists. Therefore, reclaimed water utilization recently has become an effective way in solving the lack of water resources in cities.With the further adoption of reclaimed water, the scope of reclaimed water pipeline network expands, so does the quantity of devices for producing and dealing with reclaimed water. Meanwhile, the difficulty in managing the information of reclaimed water increases rapidly. City departments like planning, constructing and managing need the informatization of data produced with the rapid growth of city construction in order to manage and analysis reclaimed water in the city. In recent years, GIS receives broad application and development because of its powerful reprocessing capability. Adopting GIS in managing city reclaimed water has become an inevitable trend.This thesis aims at the characteristics of city reclaimed water utilization management, developed the "Reclaimed water utilization information platform for Dianchi Lake watershed" based on WebGIS technology, spatial database technology, and computer network technology, as well as the business procedure and application requirements of Kunming reclaimed water producing, managing and operating departments. This platform adopts C/S and B/S hybrid network structure and consists of five sub-systems:reclaimed water utilization WebGIS, reclaimed water treatment remote data managing, reclaimed water spatial data managing, information web publishing and user managing.This thesis explicitly introduces the process of analyzing, designing and developing of reclaimed water information platform, especially the principal and method of ArcGIS Server, REST structure and Flex. It also designed and built the reclaimed water spatial database on the basis of the business of reclaimed water managing department in Kunming. This thesis shows the design of reclaimed water information platform and the result of some of its functions. It also gives summary and prospect of the work introduces by this thesis.The platform introduced in this thesis has already been deployed in Kunming reclaimed water managing department, which realizes visual managing and analysis to the reclaimed water utilization within Dianchi Lake watershed. This platform also effectively raised the effectiveness of reclaimed water utilization industry and provides thorough, explicit data and scientific decision support to the utilization of water recourse, water environment improvement and pollution abatement within Dianchi Lake watershed.
