Currently, there are few researches based on the unique partial space and partial time buildings energy characteristics; even when judging the thermal performances of the building envelopes in this region, the building energy was also calculated by standard as the whole space and full time energy using characteristics. However, there are deviations between the calculating and the actual conditions, of course, the results are not the actual energy consumptions. Whether the standard can judge thermal performances of the building envelopes in this region is uncertain. Therefore, the research for energy saving effect of wall insulation of residential buildings in hot summer and cold winter area based on the unique partial space and partial time buildings energy characteristics is of great importance. To this, an survey on the climate and energy using characteristics in hot summer and cold winter zone has been taked, the survey analyzed the power consumption characteristics, the development trends, main factors and the relationships of air conditioning power consumption and temperature. As the results showed, in the hot summer and cold winter zone, the indoor thermal environment in summer is much more terrible than that in winter. The harsh summer indoor thermal environment days are continuing about three times of the winter. Residential buildings energy performances can be characterized as following:the air-conditioning energy-based and power consumption in summer is much higher than that in winter; Partial space and partial time energy using, which means the energy using time of the bedroom, living room and et al., are respective. Also the energy using frequency differences should be treated separately. In view of Energy Saving Effect of Wall Insulation of Residential Buildings in Hot Summer and Cold Winter Climate Zones, numerical studies on the energy saving effect of three different wall insulations by a two-dimensional heat transfer model has been taked. Based on the partial space and partial time energy using characteristics of the residential buildings in this area, the Fluent12.0software was used to establish a two-dimensional heat transfer model, the energy dissipation of different building envelopes was analyzed by second. As the results showed, compared to no insulation, interior wall insulation can reduce the cooling load by20.5%and the heating load by48.2%; exterior wall insulation can reduce heating load by22.3%, however, will increase the cooling load by21%. In the hot summer and cold winter areas. Exterior wall insulation seems to have anti-insulation behavior in summer cooling. Under the partial space energy use characteristics, energy consumption of interior wall is about45%of total energy consumption. Thus, insulation of interior walls should be considered as well as exterior walls. Moreover, an analysis of the energy saving effect of external wall insulation under different energy using characteristics has been taked. Combined with the temperature data of the Green Energy Building in Zhejiang University, energy saving characteristics of external wall insulation technology in the hot summer and cold winter area was analyzed theoretically. Partial time energy using characteristics are the root cause of "anti-energy" characteristics of the exterior insulation technology in the hot summer and cold winter zone. When energy partially-time used, the "anti-energy" performances are likely to occur in both summer cooling and winter heating. When partial time cooling in summer, if the daytime refrigeration, energy-saving features of the exterior insulation technology depend on whether it’s sun toward wall or not; but when night refrigeration, there may be a great possible for "anti-energy" characteristics for exterior insulation technology. When energy partially-space used, exterior wall insulation technology ignores the interior walls. The energy saving is not the greatest extent. Therefore, partial space energy using would reduce the building energy savings of the exterior wall insulation technology.
