Commercial dental insurance developed slowly and lacked relevant data and productsin China. By the methods of social survey, data for oral health status and comprehensionand purchasing intention for commercial dental insurance were acquired. The data wasanalyzed by Logistic regression analysis, then the requirement of commercial dentalinsurance was evaluated. According to the data, children were chosen for designingcommercial dental insurance plan, in order to put forward an insurance plan. Weresearched the role of business dental insurance in the multi-level medical care assurancesystem of China and how to make the best use of the oral health care resources to satisfythe public’s increasing oral health needs. At the same time, our work will providereference for the government to formulate policy of oral health insurance system, and itlays a solid basis for better plan. Part one The investigation of requirements for commercialdental insuranceAim: Acquire relevant basic information, the utilization of oral care, oral healthpayment status and the data for commercial dental insurance needs; Analyze the factor ofinfluencing purchasing intention of commercial dental insurance by Logistic regressionanalysis; Provide theoretical data for researching dental insurance plan.Methods: We chosen parents from primary school in Xincheng District, Xi’an, tocomplete this typical survey.1234qualified questionnaire were acquired to analyzerequirements of commercial dental insurance.Results: There were1062people (86.1%) who thought pay a fee at their own expenseand only42people could understand commercial dental insurance. There were340people(27.6%) who intended to buy commercial dental insurance, and652people (52.8%) to getmedical care by discount. A single factor X2test showed significant differences betweengroups, higher and lower income groups had significant difference betweencomprehension of commercial dental insurance and the view of purchasing commercialdental insurance.The obtained data was processed by multi-factor Logistic regression analysis, and theresult was:purchase intention=3.328+0.314X1-0.374X2-0.328X3-0.549X4-0.498X5, the X1stands for acknowledgement about the impact of oral disease on health; X2for expense fororal health care within one year; the X3for the level of oral medical security; X4forsatisfaction on oral health care of the basic medical insurance; X5for payment forcommercial insurance afford.Conclusion: Public awareness of oral health was insufficient and the use of oralhealth resources was not enough. The burden of oral health was heavy and the level of oralmedical security was low. Commercial dental insurance which can improve the level ofmedical security, was lack of dental care products and development of dental care in ourcountry. The public were not familiar with commercial dental insurance and purchasing intention was not strong. The factors influencing purchasing intention of commercialdental insurance were: individual consciousness for oral health care, the expense of oralhealth care recently, the oral medical security that the individual provided and the price ofproducts of commercial dental insurance.Part two Design of dental insurance plan for childrenAim: Put forward a dental insurance plan for children and lay a solid basis forcommercial dental insurances.Methods: Children were chosen for designing commercial dental insurance plan. Weacquired feedback on children commercial dental insurance plan by investigating theirparents, then modified and finished the draft of a commercial dental insurance forchildren.Results:858qualified questionnaires were acquired in this part. There were182people (21.2%) who intended to buy the insurance products and676people (78.8%) not.593people (69.1%) thought the plan can meet the basic oral health care and medical needs,265people (30.9%) thought other contents were needed, Some contents should be addedfor insurance plan, for example: the orthodontic treatment and liability exemption; thestandards of dental medical institutions; the standards of decayed tooth for treatment; theway of compensation. There were778people(90.7%) who pay children’s medical fee attheir own expense,702people(81.8%) thought children’s decayed tooth should be treated,and30people(3.5%) thought not, and126people (14.7%)didn’t make sure.Conclusion: Children’s commercial dental insurance plan was modified. At the sametime, We also found that the awareness of oral health was not high and oral healthknowledge was not enough. Parents did not make full awareness of insurance risk, and theburden of children’s oral health care was heavy.Part three Suggestion of development for commercial dental insurancein China To aim directly at problems were found in our research, we put forward feasibleSuggestion for commercial dental insurance for the further development in our country.Government should publicize medical insurance that can make public understand thetendency of insurance development clearly. And government should rise level of oralmedical security, enlarge projects of primary medical treatment and control excessivemedical treatment, reduce the burden of oral health care.Insurance company should research products of commercial dental insuranceactively, which can provide diverse choices, and should make the reasonable price fordental insurance products and improve itself, so that insurance company acquire profitsand steady development.As for public, oral health awareness should be increased so that public improve therate of outpatient and make full use of oral health medical; consciousness of medicalinsurance should be strengthened in order to medical insurance can bear the risk of oraldisease.
