Through the medical health resource allocation situation analysis of38home province county hospital from2006to2010, we found that the total investment ofmedical and health resources increase year by year，but still relative quantity shortage;County hospital are general in good operation, and business income growth is obvious;The hospital assets investment of low income level at the county level is growingrapidly, and the improvement is the best. The funding of county hospital is insufficient,which can not meet the demand at the county level hospital development; Human healthresource allocation structure is unreasonable, and lack of high-quality talents, whichwill be the bottleneck of development of the hospital at the county level.2. Using theGini coefficient and Theil index.5kinds of health resources of38home provincecounty hospital from2006to2010, Gini coefficient value were less than0.4, in theflowing of alert.That health resource allocation reasonable. Teil index results show that:That province of38home province county hospital medical health resource allocationare reasonable. Region internal differences is a major factor that influence healthresource allocation fairness. Gini coefficient and Theil index analysis are all showed:Beds resources and On-the-job worker resources are best fairness configuration. Realizing the reasonable configuration healthresources and promoting public hospital reform can play function of the hospital, so thehospital provides the convenience for the rural residents.
