| As we all know, the medical and health services occupies a unique position in our economic society development and national life, it is both a social welfare undertakings and the basic functions of a government closely related to the people’s livelihood. The reform of China’s medical and health services in the decades of its development process achieved remarkable results, but in the process of economic development and social transformation, especially over the past decade to the market as orientation, medical and health services the drawbacks of the system has become increasingly prominent, and the field of public health is in trouble too.
