The Problems And Countermeasures Of Rural Grassroots Medical And Health System Reform In Hebei Province

In March17，2009，CPC Central Committee and State Council promulgated Opinionson Deepening Medical and Health System Reform， proposed the overall objective ofmedical and health system reform, which is establishing and improving basic medical andhealth system that covering urban and rural residents, providing safe, effective, convenientand affordable medical and health services for people. The Opinions meaned the beginning ofdeepening the reform of China’s medical and health system. Accordingly, to implement thecentral spirit, Hebei Province also promulgated a series of regulations, and the reform ofmedical and health system was in full swing. After nearly five years of reform and practice,medical and health system reform has made remarkable achievements, and accessed tolong-term development. But there are also many problems in the process of medical andhealth system reform, some problems are directional, some are institutional system and someare generated in the process of policy implementation.This paper further argument the medical and health system reform from Welfareeconomics、 Public good、Justice and Equal Access to Basic Public Services,and takes therural grassroots medical and health system reform in Hebei Province as an example,exploresmeasures to further improve the reform of rural grassroots medical and health system fromCompensation mechanism、Drug procurement、Management system、Team building、Servicecapabilities、Reform of public hospitals、Risk of medical ethics，in order to achieve thepurpose of moving the comprehensive development of medical and health system reform.
