Thephenomenon of “medicine for medical treatment†is more serious, especially seriousin the grassroots medical and healthcare institutions whose main income is frommedicine selling. To solve "medicine for medical treatment", establish the reasonable,scientific and centralized procurement system of medicine at the grassroots medicaland healthcare institutions, the country put forward the requirement of "basic safe,basic level stronger, mechanism newer" requirement, take the lead in theimplementation of the basic medicine system in government grassroots medical andhealthcare institutions, use of essential medicine and zero sales rate, and establish anew medicine procurement mechanism which is led by government, province as unit.The starting points of this thesis are basic medicine system and central procurementand focused on current situation of medicine distribution of grassroots medical andhealthcare institutions in Jilin province, analyze the policy of medicine distribution ofgrassroots medical and healthcare institutions of Jilin province, analyze thedevelopment of medicine distribution industry in Jilin Province and effected factors ofmedicine distribution of grassroots medical and healthcare institutions of JilinProvince.The findings of this study, grassroots medical and healthcare institutions haveimplemented the “basic medicine systemâ€, implemented the new distributionmechanism, which is centralized procurement with different provinces as each unit.82.82%of the grassroots people think that medicine price has been reduced; medicineprocurement and distribution order has been standardized. The rate of basic medicinedistribution in2012increased23%compared with the rate of2011, and the rate ofprimary distribution sales increased34%; the online medicine procurement has nearlybeen fully covered in the overall province in grassroots medical and healthcareinstitutions. The medicine procurement of grassroots healthcare institutions is92.47%.The scale and benefit of the pharmaceutical circulation industry is growing, has structural changes, the cost of drug circulation tends to be reasonable. The medicinedistribution system runs well in grassroots healthcare institutions of Jilin Province, butsome problems still exist:First, all provinces in the nation are constantly exploring for medicinedistribution of grassroots medical institutions, distribution mechanism still needfurther improvement, the distribution model remains investigation.Second, pharmaceutical wholesale enterprises in Jilin Province are small,scattered, and many, the market intensity is low; the enthusiasm of distributionenterprises is not enough, modern pharmaceutical logistics construction still needs tobe improved.Third, the order response rate of remote areas of Tonghua, Yanbian, Baishan, is5%to10%lower, compared with the modern areas of Jilin, Changchun, Siping,Songyuan, and Liaoyuan; some cheap medicine are not sent, medicine distribution ofgrassroots medical institutions are affected by factors of distance, the bid price,purchasing behavior and so on.The conclusions below due to findings above:(1) Basic medicine system and grassroots medical and healthcare institutions’comprehensive reform has been unified implemented in Jilin Province, applied thenew mechanism of central procurement for basic medicine by the province as the onlyunit of province. It works well for overall online procurement and distribution ofmedicine, the coverage of whole province medicine online procurement is nearlyrealized. The medicine supply basically meet the procurement needs of the medicaland healthcare institutions, safeguard the grassroots masses’ medication needs.(2) The problems do exist in current situation of Jilin Province centralizedmedicine procurement and distribution of grassroots medical and healthcareinstitutions, such as the distribution mechanism and distribution model need to befurther refined and discussed.(3) The factors which affect medicine distribution of Jilin province grassrootsmedical and healthcare institutions include: distribution distance, geographicaldistribution of these institutions, the medicine bid price, un-standardized medicineprocurement behavior, and the uneven distribution of medicine enterprises.(4) In the future medicine distribution policy improvement making, shouldfully consider the affected factors of medicine distribution and the local situation of Jilin Province, integrate and optimize distribution resources, and improve themedicine distribution efficiency and capacity of grassroots medical and healthcareinstitutions. |
