City culture, has become animportant evaluation index and the competitiveness of the city comprehensive strength. If say,city, make the life more beautiful, so, what make the city more beautiful, is just the culture. Theconstruction of Guangxi city culture, cannot do without the support of the government. Underthe new situation, especially the advantage of driving in Beibu Gulf economic location, GuangxiCity Cultural Construction has met a transition and the new opportunity, but also a seriouschallenge to the government. Therefore, to fully mobilize the public culture enthusiasm, improvegovernment supervision and management of the cultural market, deepening the reform of thecultural system, promote the cultural exchanges and cooperation, strengthen internationalthinking and the sense of responsibility, enhance their service skills, So complementary to thecultural resources, technology, talent, capital, to achieve a win-win situation.Through analysis, this paper concluded: in order to improve the Guangxi city cultureconstruction level, promote the city culture construction and government behavior advancetogether, we will follow six ways bellow: First, the government should set up advancedadministrative culture, to guide the development of cultural undertakings in Guangxi city.Second, the government should intensify efforts to establish and improve the financialmechanism of city culture construction, to provide sufficient funding for city culture construction.Third, to promoting the inheritance and innovation of cultural resources, the government shouldplay a positive guiding role, guide the public, society and strengthen the protection forinheritance and innovation of the city cultural resources. Fourth, the government shouldstrengthen the supervision and management of the city cultural market, standardize the culturalmarket order, crack down on various illegal acts, protect people’s cultural rights. Fifth, thegovernment should improve the planning and co-ordination of the development of culturalindustry, scientific, rigorous attitude, planning, coordinating all aspects of the construction ofcity culture, city culture in order to promote the thriving and prosperous. Finally, the governmentshould increase the intensity of training high quality talents, culture, provide strong talentsguarantee, intellectual support for city culture construction.
