Spoken English is a very important part of college English teaching andlearning. The level of spoken English, to a large extent, determines the overall level ofEnglish study, and also has a significant impact on increasing the overall quality ofEnglish learners. However, how to evaluate our spoken English learning outcomes isan important problem we need to face. The improvement of spoken English learningoutcomes requires learners to evaluate in the learning process and in the process ofevaluation, and also needs to find out the deficiencies and correct them in order toself-reflection. So it is necessary that find an effective evaluation way to carry out thelearning outcomes assessment.The formative assessment is an assessment method that emphasizes theassessment process, timely self-reflection and the evaluation in a dynamic process.The study about the application of formative assessment is very widely, especially inthe field of English teaching, also involved in the spoken English teaching. However,as we all know, the spoken English level of college students’ in our country, as awhole, is relatively low.“Dumb English”、“Dialect English” had always been there.On the one hand, we lack of wealthy English language environments and specificapplication environments. On the other hand, it is inseparable that our assessments tothe outcomes of our spoken English learning are insufficient. The current assessmentsto the outcomes of our spoken English learning is still give priority to the teacherassessment, emphasizing classroom assessment and outcome assessment, lacking ofmonitoring and understanding of students learning process, result in one-sidedness atlast.Spoken English learning is giving emphasis on the constantly practicing andexpressing, the cultivation of communicate ability and the prominent of expressingability. So it is a long-term process. The formative assessment applied in theassessment to the outcomes of spoken English learning are the objective requirementsof the characteristics of spoken English learning and the formative assessmentthemselves. It is known to us that the domestic college students is lack of proceduralassessment to the spoken English learning, especially lack of long-term monitoringand reflection on their learning process, and this situation leads to the low level of spoken English learning.This paper is just based on this and put forward the argument, through thestudy about the application of formative assessment in the learning outcomesassessment of college spoken English, and try to put forward an relatively reasonableand comprehensive formative assessment systematic frame, in highly hoping that itcan offer some contribution to the improvement of the outcomes and levels of collegespoken English learning.
