Study On The Problems And Countermeasures Of The Petition Work Of Chinese Service-oriented Government Environment

The petition system is a unique system for the expression of public opinion, it is thefundamental channel of the party and government to close ties with the masses, reflectingthe policy of our party’s mass line and democratic governance.At present, our country hasentered a stage of deepening reform, building a service-oriented government has becomethe important content of political reform.Most closely department for letters and visits asthe government and the masses should be become a banner, a window in the reform,andstrive to build a service-oriented complaint authorities, and truly become the patron saintof the high degree of trust of the people, seeking the legitimate rights and interests for thepeople,On the basis of in-depth study of domestic and international service-orientedgovernment and China’s petition system, first define the meaning of service-orientedgovernment and petition work, and illustrate the interconnectedness reasonable. Secondly,it analyzes the status quo of China’s petition work, describes the deficiencies and thereasons of petition work from the perspective of the service-oriented government in thecurrent, reiterated the need for reform of the petition system. Finally, put forward specificmeasures to improve our petition work in the service-oriented government environment.The existing problems of China’s petition work in service-oriented governmentenvironment: the complaint authorities set unreasonable, the evaluation mechanismsimplistic lead to negative consequences, the configuration of the functions and rightscause an irrational and inefficient, resulting a mass petition channel is not smooth and soon. Petition work to strengthen our service-oriented approach is to:(1) strengthen thefunctional role of the petition departments. Strengthen the petition political participation,play the supervisory functions of the petition, to improve the rights of petition for help topromote the petition service functions.(2) The specific measures to build a service-oriented petition work. To streamline complaint authorities, reduce the waste ofresources, to strengthen the petition evaluation of mechanisms, and improve the functionsof the complaint authorities configuration, the establishment of the Committee of theNational People’s Congress petition oversight mechanisms, the implementation of thepetition agency system, strengthen the petition legalization.
