Afloat residents refer to the fisherman that stay permanently on the boats and make their living by fishing. Their life is very hard because they have no house, no land,no unit,no community, no domicile and no social welfare. In order to solve the livelihood problem and seek a harmonious society, the government needs to solve the key topics of going ashore to settle for the afloat residents.The paper aims to study the afloat residents who live in xujia town, junshan district, yueyang city of hunan province, prope into the problem of the fisherman who have gone aschore or not, such as difficult employment problem, life of insecurity problem and so on,and construct the policy system which Covering house, employment, income, medical treatment and the safeguard of the aged. The paper put forward the professional as the guidance, perfect the employment training system and entrepreneurial support policy, improve the income of the fishermen usesing the form of combining with complay and project and fishman. In order to solve the fishermen household problem, fishermen must go ashore settled, and government should give financial support when fishermen build their house. The government must input more funds into the Community Building of the fishermen settlements, and promote the policy of endowment, medical security system to implemt, which can help fishermen live better life.
