Study On Problems And Countermeasures Existing In Transfer And Continuation Of Peasant Workers’ Endowment Insurance Relationship

With the development of reform and opening up and the acceleration of urbanization, agrowing number of rural surplus labor go to town to work, forming a special occupationalgroups,which called peasant workers. At present, peasant workers, a special force in themodernization of our country, play an important role in the process of urban construction, andgradually concerned by the departments of government and scholars. Endowment insuranceas a basic right of peasant workers has become one of the focus attentions. In the case oflivelihood issues more and more concerned, study and advance peasant workers’ endowmentinsurance relationship to a smooth transfer and continuation, not only relates to the realizationof the peasant workers rights and interests and social security systems improve, more relatesto the process of urbanization and socialist harmonious society construction, which has thegreat significance on our country’s economic and social development.In practice, affected by the traditional dual economic structure and social security ofurban and rural sub-orbit system, although has formed three main models for peasant workersto participate in social insurance endowment, but the rate is low, the phenomenon of thetransfer and continuation blocked is still serious. So, at the end of year, many peasant workersexit the endowment insurance when they return home.In recent years, endowment insurance for peasant workers is re-was put on thegovernment agenda, there are three main modes for peasant workers to participate in thesocial endowment insurance,they are independent, integrated and into the town pensioninsurance model. Because of China’s regional economic development is not balanced, thepooling Level lower, social security agencies management system is not perfect and theresults of interests of the game during governments and the corporate pursuits interestsmaximization, lead to peasant workers’ endowment insurance transferring and continuation ismore difficult. While government have introduced relevant policies and regulations, butpeasant workers’ endowment insurance relationship achieve to smoothing transfer andcontinuation still need a fairly long process. Combined the social endowment insurancesystem reform and the relevant laws and regulations, we should take efforts from thefollowing aspects: to deepen the reform of household registration system, to improve the levelof endowment insurance, to improve the social security management system, and strengthenthe related system for peasant workers’ other social insurance programs.
