The Institute of Pacific Relations, an International Non-government Organization,was founded in1925.The theory of this organization is that by the proper disseminationof accurate information international ill-will and suspicion can be dispelled. Thisorganization devoted itself to solving the pacific problems by folk academic exchangeand discussion.It just focused on the research which didn’t draw a conclusion. In1925,Japan took part in the first conference called the first Hawaii Conference. In1926, theJapanese National Conference was set up as one formally branch of the Institute ofPacific Relations. In1929,the third Pacific Conference (Kyoto Conference) was held bythe Japan Institute of Pacific Relations(Japanese National Conference).The forth Pacific Conference (Hangchow-Shanghai Pacific Conference) was held inChina in October,1931. The Japan Institute of Pacific Relations’ diplomatic activitiesaround the Forth Pacific Conference are the focus in my study. In this article,through thestudy of historical documents and the minutes of the meeting, I try to explore thebackgrounds around the forth Pacific Conference and the attitude of the Japanesegovernment. As everyone knows, before the forth Pacific Conference(Hangchow-Shanghai Pacific Conference), the September18th Incident was broke out. So it isimportant for us to study the Japan Institute of Pacific Relations’ diplomatic activitiesaround the meeting,only in this way can we deep the research on the Sino-Japaneserelations after the September18th Incident. In a word, it has important academicsignificance.This article consists of three parts. The first part introduces the backgrounds andorganization of the Institute of Pacific Relations, especially the Japan Institute of PacificRelations. The second part is the most important part of this article. I try to analyze theJapan Institute of Pacific Relations’ diplomatic activities around the forth PacificConference by studying the historical documents and the minutes of the meeting whichwas collected by the Diplomatic Archives of the Ministry of Foreign Affairs of Japan.Through the discussion on the relationship between the Institute of Pacific Relations andthe Ministry of Foreign Affairs of Japan, the political path of the Institute of PacificRelations will be clear. In the last part, I try to analyze the defect of the Institute of Pacific Relations. All in all, by understanding the folk diplomatic activities in last century,we can know contemporary international relations especially Sino-Japanese relationsbetter.
