Resolving Path Study Of The Contradictions Between Cadres And Masses In Rural China

Thirty years reform and opening-up policy contributes to China’s socialist marketeconomy develop rapidly and the profound changes in rural society. Under the background ofold and new systems conversion, changes in interest relations, social structure adjustment aswell as diverse conflicts in values, the rural contradictions between cadres and masses emergeincreasingly which has risen for the main contradictions among the people and becomeconcentrated reflection of all kinds of contradictions in the rural society. Since the16th CPCNational Congress, the party central committee proposes the great idea of building harmonioussociety and constructing a new socialist countryside. The key and difficult points of buildingharmonious society lies in the rural areas. The process of building harmonious society is toproperly handle the social interests of all related parties, especially focus on prevention andeffectively resolve contradictions between rural cadres and masses. This problem, whether canbe effectively resolved, is related to the overall situation of the rural social reform,development, stability and well-off society construction. Therefore, it must arise bothgovernments and societies’attention.Overall, the rural contradictions between cadres and masses are moderate, but in someareas the cadres and masses are gaming fiercely around the core interests which lead to ruralcontradictions are intensively or even sharply. Although the antagonism is gradually increasing,but it still belongs to the people’s internal contradictions based on the fundamental interests.Studying the rural contradiction problems between cadres and masses under the background ofcomprehensive construction well-off society, which not only reflects learning andimplementing the18thCPC National Congress spirits but also firmly practicing the mass line’srequirement of "for the people, pragmatic, incorruptible". And it plays an important role in maintaining rural society harmony and stable development and overall building well-offsociety.The paper totally includes four parts except the introduction part: The first partsummarizes the basic concepts of rural cadres and masses contradiction, the related basictheories as well as the important realistic significances of properly resolving ruralcontradictions between cadres and masses which lays a solid theoretical foundation for laterresearch. The second part mainly uses data by quantitative research method to analyze thepresent situation of the rural contradiction between cadres and masses, and summarizes it’sfour new features: the complexity and diversity coexist, the conflict of interest is prominentand externalization, the polymerization risks and groups tendency is expanding, the degree ofconflict and defusing difficulty increasing. On this basis, with the typical cases to analyze ruralcontradictions and problems between the cadres and masses from multiple views in order todeeply understanding it. The third part mainly from four aspects, including economic reasons,political reasons, system dislocation and mechanism defect, and ideological and cultural toprofoundly analyze the causes of rural contradictions between cadres and masses, and graspthe contradiction sticking point. And the fourth part, under the premise of basic principles,mainly from six aspects: speed up rural economy development, strengthen the cadre’s powersupervision mechanism, reform rural land requisition system, perfecting rural social security,strengthen democracy and legal system and cadre team construction to put forward the newidea and path constructions for dissolving cadres and masses contradiction. Expecting theresearch will provide some beneficial references on closing the flesh-and-blood ties betweencadres and masses, dissolving cadres and masses contradictions, even promoting the rural andsociety harmonious, and eventually ensure the goal of guarantee and improving people’slivelihood and fulfilling built well-off society will smooth realization.
