Citizen Contention And The Government Behavior Under The View Of Social Governance

China’s politics, economy, society, and culture are undergoing a huge change since the reform and opening up and development. All kinds of social problems and benefit contradictions are highlighted, which led to the differentiation of the social structure and the failure of government governance system. The relationship between citizen and government appears rupture, on the one hand is the lag of the government transformation and institutional construction, which cannot solve the increasingly serious social problems, on the other hand is the citizen’s main body and rights consciousness is awakening, interests pluralism demands, people hope that they can get involved in the realization of their rights and interests of the political process, because of the lack of system and failure, they can only resort to non-institutionalized political participation, through an organized group actions to ask the government for their interests. Fighting politics is the concentrated reflection of the all sorts of problems in the process of social development in the new period, it is the special common way of solving social problems between state and society, government and citizens. it also promotes the adjustment of relationship between government and citizens, the interaction between state and society, during in the process of social governance. In China’s specific political environment, the government plays the lead role in social governance, citizens through the struggle to promote the transformation of the government and the system construction, meanwhile it has realized the integration of citizen power, civil organization growth and the development of civic culture. So, this article from the view of a structure and process to state the civil protest and the government behavior in a specific political environment, and emphasizes on the relationship and the interactional action group. In selection of theory view, it puts the contention politics into the framework of the good social governance, focus on analysizing the relationship between government and citizens, the political environment to influence and restrict their behaviors, the citizenship behavior interaction and the benefit game has its significance on social management and social development, and also the citizen’s growth. All this can offer a new support to China’s political system reform and democratic political developments.
