The relationship between government and NGO has always been the hot spot of the recent political issues. Along with Social organizations sprung up across the country.recently.social organization management and research are the important part in social development and political science.Based on the development of social organization in Hangzhou city,this article analysis char-acteristics of the complex social organization of Hangzhou and summarizes social organization management.The government plays a predominant role in the process of social management,but there also needs the participation of the third sector in some areas,like social constrution.Complex social organization, promote the development of social construction of Hangzhou in practice.Complex social organization management not only includes the government management, but also the social organization itself.Hangzhou government put forward’Social composite subje-ct’in2000.The article discussed the compelx social organization and the importance in social con-struction.By using cooperative governance,the article interpreted the multiple subject,especially the benign interaction between the government and social organization.Aiming at the existing pro-blems in the development of social organizations of hangzhou,this article trys to provide the path selection for the problem.
