China and Republic of the Philippines facing each other across the sea, the longofficial and non-governmental exchanges have laid a strong foundation for theSino-Philippines relationships. After the People’s Republic of China was established,the Philippine government in the background of the cold war adhered to the westcapitalist camp in which the America was the core; and pushed policies against China;and refused to recognize the government of the People’s Republic of China as the solelegal government of China. Along with the thaw in Sino-US relations,in1975, Chinaand Republic of the Philippines established diplomatic relations, as the Philippinesacknowledged the One-China Principle. The Sino-Philippines relationship was backon track. And the Sino-Philippines has steadily developed in the matter of politics,economics, technology, education and cultural exchange. In June2010, Aquino Ⅲwas elected President of the Philippines, China and Philippines gradually strengthenthe politically mutual trust, which increasingly clasp economic and trade cooperationand constantly deepen the cooperation in the security field.However, there are somerestraining factors in the development of bilateral relations. This paper discusseshow the Sino-Philippines relations developed and what factors have influenced on thedevelopment of the Sino-Philippines;these factors include the South China Sea issue,domestic politics in the Philippines, and Taiwan Issue. The Republic of Philippines isone of China’s important neighbors. The twists and turns of Sino-Philippines not onlywill go against the stability in China’s surrounding environment, but also bring aharmful influence on the peace and stability in Asian and Pacific regions. Therefore,to direct at these restraining factors, the Sino-Philippines should take measures asfollows: Firstly, deepen the development of Sino-Philippines trade relations andvigorously promote to resolve the bilateral trade problems; Secondly, strengthen thecooperation on the frame of the multilateral economic; Thirdly, reinforce the bilateralsecurity dialogues of Sino–Philippines; Finally, take an active part in the multilateralregional political and security dialogues. There is ample reason to believe that theSino-Philippines in the future will overcome one difficulty after another and continue to develop forward along the correct way of beneficial and friendly cooperation in thegreat common effort of the Sino-Philippines people.
