Public sector at the heart of the process of social management, we can say thatthe human resources of the entire public sector is an important part of the nationalhuman resources. Cadres in the national public officials engaged in publicmanagement group, is the main part and the backbone of China’s public sector humanresources, is the backbone of the state and society. The quality of the relationship ofthe contingent of cadres of the whole government public administration level andservice level. The CPC Central Committee attaches great importance to the educationand training of cadres, the16th CPC National Congress proposed to "large-scaletraining of cadres, greatly improve the quality of cadres, the party’s18once againstressed:" to strengthen and improve the education and training of cadres, improve thequality of cadres and capacity.Party cadre education and training as the main channel and the main front in adominant position in the overall pattern of China’s cadre education and training, toplay a leading role, the quality of education and training relationship between theoverall quality of the contingent of cadres in China. Human capital theory, new publicmanagement theory, training, transformation theory, administrative ecology theoryprofoundly expounded the significance suitable for China to carry out the Party cadreeducation and training performance evaluation, from the reality, training evaluation isalso conducive to improving the education and training of Party cadres quality,improve the initiative and consciousness of the students involved in the education andtraining of cadres.Through questionnaires, I found that China’s cadre education and trainingperformance evaluation assessment concept dislocation, assess the main single,assessment is not comprehensive evaluation index system is not perfect, the results ofthe assessment has not been effective use of aspects, the main reason is becauseassessment paid insufficient attention to the lack of effective theoretical guidance, thelack of effective assessment tools, lack of legal and institutional protection,assessment of the complexity of the five aspects. Problems and the reasons, this paperpresents suggestions improve the of our cadre education and training performanceevaluation.
