Research On The Dilemma Of Legitimacy Of Rural Basic-level Party Organization Under The Background Of Villager’s Autonomy

Rural primary party organization is the ruling foundation of party in the countryside, thecore of leadership for rural construction， and is the advance position of working life inconstruction of socialism new countryside. The basis of legitimacy in primary partyorganization directly relates authority and cohesion of the party and government in thegeneral public and affects the stability of rural society. The legitimacy of the primary partyorganization is the public psychological identity for basic-level party organization’s rule inessence. According to the survey of L village in Jinshi, Changde, the legitimacy of thevillage-level party organization has a certain foundation; however, it also faces a legaldilemma. Now our country is in the crucial period of reforming and opening up, of which theeconomic system transition, the old and new contradictions interwoven, and the ruraleconomic structure transformation. Under the new situation, resolving rural primary partyorganizations’ legal predicament is the top priority.This paper not only combines theory with practice, but also evidence with citation tomake the preliminary discussion on the topic. It is divided into four parts: the first part is theintroduction theoretical knowledge, it mainly expounds the villagers’ concept of autonomy,legality and legitimacy crisis, as well as several indicators of legitimacy research, and it alsoindicates that strengthening the village-level party organization legitimacy is the realisticrequirement. The second part mainly analysis the rural primary party organization’s work inChina under the background of current villager autonomy from the ideology, performance andinstitution, and extends out the legitimacy dilemma of the village-level party organizations.The third part points out the elements of rural grassroots party organizations and still facessome legitimacy crisis under the present condition based on the legitimacy, including thedecline of original ideological persuasion, defective system and so on. In the last part, theauthor makes some path exploration with practice to get rid of the village-level partyorganization’s legitimacy plight, and puts forward a series of suggestions in integratingideology, strengthening the cadre troop construction, perfecting the system.
