Since the beginning of1990s, accompanied with the establishment of socialistic market economy system and dramatic social transition, there came a large number of laid-off and unemployed workers during the process of China’s industrial restructuring and reform of state-owned enterprises. Most of these unemployed workers and there family members became a part of urban poor. Urban Poverty became an obstacle to the economic development and social stability. China built urban residents minimum living security system in the year of1993. However, this system still has some problems. Such as "Poverty traps", narrow coverage, low security level and defects in system designing, etc.Firstly, this paper analyzes the concept of poverty and minimum living security system. And further elaborates on the establishment of minimum living security system theories, which makes the basis of the following chapters. In order to find out the measures for promoting the development of minimum living security system, the paper simply analyses the background of this system, and review of the development of the system since1993by four stages:founded and pilot stage, the popularization stage, specification to improve stage and consolidate the perfect stage.LiaoNing is an important industrial province of China, therefore it first to feel the pressure of the economic system reform. The paper takes LiaoNing Province as an example, analyzes the status of LiaoNing Province urban minimum living security system, then find out the existing problems.Based on the above study, the paper reflects on the existing minimum living standard system from four aspects:design philosophy, relief measures, management system, and operation environment of the system. At last, the article offers some recommendations to perfect urban minimum living standard system.
