A Research On The System Of Veterans’ Independent Employment

To adapt to the needs of national defense and military modernization in the newsituation, thoroughly implement the Party Central Committee and the Central MilitaryCommission’s new ideas and new requirements on army building, veterans’ independentemployment is becoming increasingly important. Thanks to the great attention and correctleadership of the CPC Central Committee, State Council and the CPC Central MilitaryCommission, with the close coordination and resolute implementation of the party andgovernment organs at all levels, the self-employment of retired soldiers and the associatedsystem construction have been developed remarkably. The pace of building the legalsystem of veterans’ independent employment has been accelerated. The route anddirection of veterans’ independent employment system has been cleared. The urban andrural free vocational skills training system has been established. The education fundingsystem of veterans’ independent employment has been developed. But at the same time,there are still many problems in the veterans independent employment system, such asrelevant policies and regulations are not good enough, the local government does not payenough attention to veterans independent employment, communication channels are notsmooth, subjective and objective environment need optimization.It also needs to learn and absorb foreign advanced experience to perfect the veterans’independent employment system. In this paper, on the basis of analyzing the work ofveterans resettlement and employment of the United States, Australia, Britain, Russia andother countries, we have summed up the three main lessons that the state has adoptedcomprehensive regulations and policies, to ensure that the legalization of self-employment system operation; governments establish a sound organizational structure, toensure the system of veterans’ self-employment operating according to the functions; civilsocieties provides strong support forces to ensure self-employment system of socialfunctioning.Aimed at the system of veterans’ independent employment in China and the keylessons learned from abroad, the paper proposes three measures to improve the system ofveterans’ independent employment. The main measures are: improving the policies andregulations related to the veterans’ employment. Refining the policies related to veterans’independent employment, clearing the independent employment related laws,strengthening the publicity of the policies and regulations; tamping the organizationfoundation of veterans’ independent employment, establishing the authorities related to veterans’ self-employment and making full use of NGOs; improving the executionenvironment of veterans’ independent employment. Optimizing the objective environmentof veterans’ independent employment and creating the subjective conditions of veterans’independent employment, perfecting information system of veterans’ independentemployment.
