To set up the national essential medicine system is an important item in the heath system reform. It is also one of the important measures of controlling medicine price and solving common people’s problem of "difficult to visit doctors and expensive to visit doctors". Essential medicine refers to the most important, the basic and the indispensable part of medicines which is used to meet the residents’basic need. In April of2009,the Central Party and the State Council presented clearly in the new plan for heath system reform that we were required to preliminarily establish a national essential medicine system by the year of2011. And the national essential medicine system was officially started in August of2009.The present author of this report concludes that, in the implementation of the national essential medicine system, on one hand, there exist such problems as directory to basic medicine being not complete, financial compensation being not available and local supporting policies lagging behind and so on, based on her visiting grass-root medical organization, delivery enterprises and retail drugstores, interviewing medical personnel, personnel in medicine sales and grass-root common people including some questionnaire surveys over them. On the other, there exist such problems as information being unsymmetrical, objectives being in conformity and transaction payment being high based on her theoretical analysis with the application of transaction expenditure theory in economics and government regulating trustee agency policy. She proposes that we can take the successful experiences of Delhi in India and Australia in implementation of national essential medicine system for reference and take corresponding measures in our country. Specifically, she proposes to make relative laws to compete nation essential medicine system, adjust medicine directory, to complete information publishing mechanism, to explore establishing incentive regulation system, to perfect the performance assessing system of grass-root medical organizations, to enhance the correlation of medical assurance and medical policies, to promote the fund-collecting of basic medicine, to regulate the production and circulation of basic medicine further, to regulate doctors’ prescribing, to encourage rational medicine-taking, to expand the coverage of national essential medicine, and to develope and to complete national essential medicine system.
