Research On Government-society Relationship In Government Purchase Of Public Services

Along with the deepening reform of China’s social development, local governments began to further explore the public service reform and institutional innovation, The government purchase of public services is one kind of the most important practical way. At the present stage, the government purchase of public services is a necessary requirement to transform government functions and improve administrative efficiency, furthermore it is an important way to develop social organizations and improve the quality of public services. Currently the government purchase of public services in our country is still in its imperfect state, the cooperation between government and social organizations are still in mutual running state, In this paper, I used Y community living service center as a case study to explore the construction and development of relations between government and social organization.At the beginning of the renovation and expansion of the Y service centers of community life, the wishes of the government purchase of public services as well as the actively seeking of social organizations for resources promoted the establishment of a relatively equal relations of contractual cooperation. The government commissioned social organizations to carry out the management and operation of the professional services in the Y community living service center. But in the development process of this contractual relationship, due to the intervention of government and the independent dilemma in the development process of social organizations, The contractual cooperation between government and social organizations appears asymmetrical development. Social organizations increasingly rely on government more than the government’s dependence on social organization. Finally, due to the problems that appear in the development process of social organization and the government’s requirements of management and control led to the termination of the contractual cooperation, the government is directly responsible for the management of professional services.With the development of the Y community living service center, the relationship between government and social organizations has been changing all the time. But from the current development situation, the completely equal relations of contractual cooperation between the government and social organizations has not formed. Therefore, the establishment of equal relations of contractual cooperation needs the joint efforts of both the government and social organizations. On the one hand, the government departments must change the concept, to achieve effective transformation of government functions; on the other hand, social organizations should strengthen their capacity, improve their ability to cooperate with government departments.
