State And Herdsmen Ecological And Environmental Protection Responsibilities Perspective

This paper is mainly about the research to the present situation of a herdsmen’s life and the pastoral area under the influence of the ecological environment protection policy, collecting relevant data of Alsha left Banner and through the field survey and data compilation of Alsha left Banner pastoral areas and Xibotu and Baturbolag Gacha of the Alsha left Banner Jartai Gacha, to analyze the pastoral communities research after the intervention of the environmental policy. Investigating and studying the implementation of the environmental policy bring what change to the local herdsmen’s life.This study pointed out that recognizing the pastoral herdsmens rights to grasslang and natural resources, is not only very important to ensure their livelihood activities, but also its territory could better ensure that herders and cultural meaning of body and mind which is needed to survive on the cultural and social space.This paper includes three parts an introduction, body and conclusion, the first part mainly narrates the topic-selected background, the topic-selected situation, topic-selected purpose and significance, research methods, etc. The first chapter mainly expounds the general situation of Alsha left Banner,which includes three parts of Alsha left Banner geography and population,the historical evolution of animal husbandry of the Alsha left Banner region, the environmental policy implementated in Alsha area.The second chapter mainly elaborated the national ecological environmental policy and its impact, by the two parts of the background of ecological environmental policy and the influence of the ecological environment policy to the grassland. The third chapter focuses on the ecological environment policy and the change of the pastoral communities, elaborated subjects as pastoral communities development and ecological environmental policy on the death of pastoral communities and changes of pastoral area’s public services, through the field investigation in Alsha left Banner pastoral communities. In the Conclusion, the author sums up the contents of the previous three parts, and makes her suggestion on how to understand and solve the problem of view and existence.
