Management Threshold Yancheng National Nature Reserve Wetland Rare Resource Utilization

The Yancheng National Nature Reserve has to be confronted with the conflict between resource conservation and utilization in their management and construction. Based on the analysis of the needs of overwintering red-crowned cranes, the paper has studied the threshold of resource utilization level and brought forward the threshold management technologies of resource utilization in Yancheng National Nature Reserve.For study the influence of utilization on red-crowned crane, the paper analyzed the changes of land use by remote sensing images in2000and2010. On the basis of analysis the requirement of overwintering red-crowned cranes by choose habitat factors such as food, shelter and disturbance, the threshold of resource utilization level have been researched. The results showed that:(1)From2000to2010the natural wetland in Yancheng coastal wetland decreased by34400hectares. Owing to the utilization of resources, the wetland in the reserve has experienced significant changes. At the same time, the red-crowned cranes have been disturbed due to the improper utilization and destruction of habitat.(2)The total food supply in the reserve is greater than the requirement of the crane population in one wintering season. As the cranes have high standards in night habitats selection, they mostly choose the core zone as their night habitats, and that would made the core zone become overloaded and could not meet the demand of overwintering.(3)The suitable area in the reserve is11205.36hectares in2010, only3.98%of the total land in the reserve, while the less suitable habitat is99642.91hectares. The suitable habitat is far less than the requirement of overwintering red-crowned cranes.(4)The overwintering red-crowned cranes would be further decreased if the reserve continues to keep the mode and scale of resources utilization in the reserve, and accordingly, the mode of the utilization should be transformed. The paper brought forward the protecting countermeasures of habitats of red-crowned cranes in Yancheng National Nature Reserve. For access into the reserve, utilizations of resources are sorted into three types:moderate utilization, restricted utilization and forbidden utilization. The area accessible for utilization is limited to the experimental zone. The time period of utilization is limited based on wintering time of red-crowned cranes. It is essential to ban any new project of tide flat wetland reclamation and wind energy in the reserve. Based on an overall consideration of the dynamic distribution of red-crowned cranes during the period of in their migrating and over-wintering, a further study of the threshold of resource utilization should be researched.
