With the continuous development of the world economy and society, theconsumption of energy is constantly increasing greenhouse gases (mainly carbondioxide) emissions have continued to grow, global warming and climate startedgrowing, and thus bring a variety of environmental problems. To solve theseproblems, countries around the world have begun to actively carry out low-carbondevelopment, and jointly cope with climate change and environmental issues. At thesame time, China also began to explore the road of its low-carbon development, theintroduction of a variety of planning and policy framework for low-carbon development.Shandong Peninsula as a leading regional, national harmony and progress of socialcivilization and the ecological demonstration zones and economic development ofShandong province, the country should respond positively to the call at the same timemaintain a good social and economic development, and properly handle the issue ofcarbon emissions, active low carbon development in order to achieve sustainabledevelopment of the whole society and economy.This thesis is based on this background, the use of theoretical research andempirical analysis, quantitative and qualitative analysis methods, breaking theprevious regional carbon emissions and low-carbon development studies inadministrative units bounded by restrictions on this comprehensive carbon emissionsShandong Peninsula regions were analyzed to estimate and evaluate, andlow-carbon development countermeasure Shandong Peninsula suggested. The maincontents are as follows:The first chapter is preface. Introduces the research background, significance,research status and the main research contents and methods of the thesis of thispaper.The second chapter is carbon emissions and low carbon development concepts and theoretical analysis. Introduced the concept of carbon emissions accountingmethods, concepts and features a low-carbon economy and the decoupling theorycarbon emissions.The third chapter is analyzes the Shandong Peninsula carbon emissionsassessment and impact factor. First, according to calculations of carbon emissionsIPCC2006’s " National Greenhouse Gas Emission Inventory Guidebook " in theintroduction, the accounting method chosen "C=K*GDP*unit GDP energyconsumption " of the paper, carbon emissions were the Shandong Peninsulaaccounting; Secondly, carbon emissions, carbon emissions growth rate, per capitacarbon emissions, carbon intensity and other aspects of the Shandong Peninsulacarbon emissions accounting results are analyzed; Finally, economic development,population, the industrial structure, energy consumption and other aspects of theShandong Peninsula carbon emissions factors were analyzed. Conclusion: nomatter from which point of view, the development of the Shandong Peninsula still at arelatively high carbon development model, we must take effective measures toactively carry out low-carbon development, and to promote economic and socialShandong Peninsula better and more fast development.The fourth chapter is the overall concept of the low-carbon development inShandong Peninsula. Based on the Shandong peninsula, made of carbon emissionsassessment and analysis, analyzes the opportunities and challenges of low-carbondevelopment in Shandong Peninsula, on this basis, the proposed ideas and thedevelopment of low-carbon development goals of the Shandong Peninsula.The fifth chapter is Low Carbon Development Strategy Research of theShandong Peninsula. Measures proposed low-carbon development in ShandongPeninsula, including the development of the overall strategic planning, establishmentof management mechanisms and systems, optimizing energy structure, adjusting theindustrial structure, develop low-carbon technologies, the establishment of regionalcarbon emissions trading market, improve the legal system related policies, advocacyLow-carbon life.The last part of this thesis, the existence of the deficiencies are described, and future research and development are discussed.
