With the rapid development of the economy and the society, social demand for medical and health services is increasing, the irrationality of medical resource allocation have become increasingly conspicuous, and the phenomenon of inadequate resources and wasted resources coexist. Health care belongs to the common weal, and the working target it proposed is that everyone has access to basic medical health service. The current lack of talents has become a rural health seriously restrict the development of fundamental problems. To strengthen the rural health personnel team construction is the key to the guidance of the scientific development concept, and constantly improve the talent management system, establish the scientific talent management philosophy, adhere to the people-oriented, and strive to improve rural health personnel, and promote the overall quality of the contingent of rural health service under the new situation the comprehensive, coordinated and sustainable development. This requires the government to take more responsibilities, realize health a reasonable allocation of human resources, make the limited medical resources can be better for people’s health services.This paper uses literature search, field investigation, field investigation and statistical analysis,with the Jinzhou new district of Dalian as an example, according to the rural medical and health of human resource allocation problems, comprehensive analysis and research of rural medical and health human resources present situation and the future development path, is for the purpose of through the research to our country rural hospitals to solve human resource allocation problem put forward some useful suggestions.
