The migrant workers of China are comprehensive products of various factors ofpolitical, economic and city and countryside dual structure. They are the main force ofcity construction, and they have contributed to the development of China’s cityconstruction. At the same time, they play an irreplaceable important role in processingthe social economy. By the end of2011, the total amount of China’s migrant workershas reached252780000. Such a large group has been the focus of national, social andacademic circles. The state has always attached great importance to the construction ofsocial security system of migrant workers. From the beginning of1999, thegovernment gradually established migrant workers unemployment insurance, old-ageinsurance of migrant workers, migrant workers industrial injury insurance and medicalinsurance. The social security system of migrant workers has been becoming more andmore improving. However, the " minimum living guarantee system”, as an importantpart of the social security system, excluded the migrant workers from others. Povertyof migrant workers cannot be ignored. As part of the national people, migrant workershave the right to enjoy the minimum living security system of relief, in order tomaintain their survival. In recent years, many scholars have been beginning to payattention to this problem, and have been deeply researched and obtained achievementsin the field.Based on the comprehensive analysis of domestic and foreign research results, thispaper makes a thorough review of research on the theory. Then the paper describedcurrent situation of poor migrant workers objectively by using the method of empiricalanalysis, and made a detailed analysis on the specific situation of migrant workersabout the minimum living security demand by using the statistical methods. Thencombined with the conclusion of the study, the paper analyses the factors affectingmigrant workers to establish minimum living guarantee system. Next, based oncomprehensive on the above analysis, the paper explores the feasibility of establishingminimum living security system of migrant workers and the basic framework ofminimum living security system operation conception in order to give the relevantpolicy recommendations.
