Owning the five millennium’s history and fifty-six nationalities,China, has created a strong national culture. The Tibetan Buddhism "heaven is round and the earth square", Orthodox Church, Easter, Christmas and other western culture from Northeast China, the Tibetan-Yi Cultural Corridor stretching thousands of miles from southwest to northeast, and "animism" Shaman culture, all the above enriched and are enriching the Chinese nation’s ideological and cultural system. Among the assortment of fresh content of Chinese culture, the proportion of minority cultures take far more beyond their proportion of the population. From this we see regionalist of culture.In mainland China and Taiwan, most of the minority inhabited ecological environment is very fragile, subject to specific geographical and meteorological factors, diversity and frequency of natural disasters are significantly higher than other regions. In minority areas, poor families caused by disaster are very common. Take the Wenchuan earthquake for example, ancient Qiang culture was extremely serious destructed. According to the fifth national census statistics in2000,80%of the30.61million Qiangpopulations are living in the earthquake center. Reconstruction is about economic, society, culture and politics-it is a litmus test of national policy.The cultural preservation is a social behavior. As an intermediary of the government and the public, non-governmental organizations are essential forces dealing with the organization and coordination. Under the current circumstances, non-governmental organizations (NGO) are to play a role in the protection of minority cultures support, participation and supervision.Non-governmental organizations are important organizational entities in civil society. The interaction between government and NGOs can be best mirrored in disaster relief. During the30years of reform and opening up, our government’s role is changing from "unlimited government" to "limited government"."Small government, large society" is the development objective. Government functions gradually concentrate to development planning, economic regulating, market supervising, regional coordinating.This paper attempts to use mainland China and Taiwan reconstruction of the two case studies as a starting point. The government, civil society and other victimsas an integral part of the main elements of cultural preservationin reconstruction operations. Because post-disaster reconstruction and cultural protection event is seen as an inevitable government work, but through the use of multi-center theory its analysis, the government theory of governance that exist in a single dilemma is inevitable in order to compensate for its shortcomings, must seek new feasible governance paths.
