Local government social management innovation,is the current rapid developmentof economy and society situation, due to the appeal of differences and conflicts betweendifferent interest groups and put forward a functional requirement of the governmentorganization. At present, our country has been trying to find an effective way to localsocial management innovation. Despite some achievements, there are also manyproblems, such as local government social management responsibilities fuzzy, localsocial organization development is not mature, local social participation consciousness isweak, public participation channels is imperfect, imperfect administrative examinationand approval system, civil rights and interests safeguard mechanism is not perfect, thesocial risk assessment and emergency management mechanism is not standardized,government affairs system is imperfect and other major issues, at the root of theseproblems on people’s behavior. Whether the formulation of organizational structure, theoperation of the organizational mechanism, or management personnel quality promotion,the improvement of the performance evaluation system, in the final analysis is done bypeople and command. Therefore, the key to strengthen the local government socialmanagement and innovation place lies in the people. This paper tries from the perspectiveof human resource management to explore the local government social managementinnovation path.This paper on the base of full understand and grasp the local government socialmanagement situation and the connotation of human resources management, offered tobuild local government diverse social management pattern with the humanisticmanagement philosophy, select the local government social management personnel witha reasonable recruitment system, develop the local government social managementpersonnel with the perfect training system, reward and punishment the local governmentsocial management personnel with the effective appraisal system, stimulate the localgovernment social management personnel with the scientific remuneration system andother specific measures. Path for the local government social management innovation has made the thorough analysis and expounded.The research results on the one hand, the human resources management theorycombined with the local government social management of the concrete practice,enhances the applicability of the theory of human resource management and feasibilityresearch, on the other hand, for the local government social management innovation pathdiscovery provides an important theoretical guidance, enrich the connotation of thetheory of the local government social management innovation.
