Civil servants disciplinary system is the important content of the civil service management, however the existing disciplinary system for civil servants of the research is always easy to just about the disciplinary punishment in the difficult in a new way, not from a new perspective to study civil servants disciplinary system, makes the research for the repeated research, without the sense of new academic research. Historical institutionalism of the1970s as a system of the rise of new institutionalism analysis paradigm as an important branch, in the study emphasized system ability and system function and in the historical process of the grasp of the time series. From the1990s, some scholars will introduce into the after our country, present a potential of the prairie, some scholars use historical institutionalism analysis of the socialist system framework of domestic researches on some problems, and achieved good research. Based on the above factors of consideration, based on the study of the method of choice to civil servants disciplinary system used on the historical institutionalism of the socialist system analysis paradigm, through the new study methods of intention into of civil servants to perfect the system of the punishment path to make useful advice.New China was founded, the development of the system of civil servant retribution after initial, development and improve the three stages, has already begun to take a complete system. However, in the process of its development and there are a series of problems, along with the development of the system of civil servant retribution, these issues are highlighted to come out, the impact of the civil servants in the further development of the disciplinary system and perfect. Through the historical institutionalism system analysis paradigm, the introduction of the civil service disciplinary system respectively as the dependent variable and the independent variable to be researched, and combining with the historical contingency factors and concept structure of civil servants to disciplinary system analysis, to break the civil servants disciplinary system path dependence, looking for new key nodes to reform the civil service perfect factors disciplinary system proposed route choice.The paper analyzed that, to realize the new development of the civil service disciplinary system perfect, can try to from the following four aspects to, the national system level, in the civil service system level, the level of idea of thinking and specific operation method level. Through the integral design and complementarily promote, realize the civil service development and perfection of disciplinary system.
