Function Transformation Of Neighborhood Offices

In the process of economic reform, subdistrict office plays an important role in closely combining people with the government, and acts as the cornerstone of urban governance, community building and social stability and prosperity. However, with the development of the market economy and the acceleration of urban modernization process, subdistrict office faces many challenges as well as growth. It is critical to reasonably transform its functions under this new circumstance and formulate corresponding measures to ensure the effective transformation.Taking literature review, individual interviews and comparative analysis as main methods, this thesis clarifies certain concepts about subdistrict offices and analyzes its current functions and existing problems, discusses the function transformation under new circumstance and proposes five corresponding suggestions. The main conclusions are:(1) there exist many deficiencies of subdistrict office’s functions. The reasons lie in:lack of updated laws and regulations; misunderstand of subdistrict office’s legal status; distortion of functions under the system of pressure; inadequate capability of law-based administration and underdeveloped community autonomy.(2) Under the market economic system, the government should free itself from a large amount of social issues, and focus on the public service management and coordination. On the premise of keeping the nature unchanged, subdistrict office should reposition its functions and strengthen the functions of public service, urban management and community construction.
