The Comprehensive Study Of Mass Disturbances

Nowadays, our country is in a certain condition that is a special period of transformation in which the society is becoming from agriculture to industry, from the traditional to the modern one. The immanent interest model that came into being in the customary society has been broken, and the new interest model has not been constructed completely. As a result, the allocation of the society resources is becoming unequal or more unequal. The intensification of different complicated society contradictions and the rise of diverse demos contradictions has triggered a lot of mass disturbances and has enormously influenced the development of economy and the stabilization of the society. Meanwhile, with the extension of the Reform and Opening-up, the mass disturbances have happened frequently and have become more and more complicated. The traditional one-element management mode of government has not satisfied the need of preventing mass disturbances effectively. In this condition, it is necessary that Non-government organizations. News media and the Public take the effective methods and play their own roles properly. At the same time, the government departments、the social forces、the governments and the social forces should strengthen cooperation to realize the integration of the superior resources and the multi governance,eventually to realize the effective management of themass disturbances.This paper introduces the concept、nature、feature and socialeffect of the mass disturbances firstly, then it points out thenecessity of multi governance through analyzing and contrastingthe disadvantages of one-element management mode ofgovernment and the advantages of multi governance under theguidance of the Governance and good governance theory. Secondly,this paper respectively positions the role of the governments、non-government organizations、news media and the public that arethe four subjects who take part in the process of preventing themass disturbances. After that it explicitly analyses theresponsibility of the four subjects in the different developmentperiods of the mass disturbances. At last, this paper analyses thecurrent situation and the straits of the government departments’cooperation、the social forces’ cooperation、the governments andthe social forces’ cooperation. Meanwhile, it offers correspondingproposals that are about how to deal with the cooperativerelationships of the government departments、the social forces、thegovernments and the social forces to realize the integration of thesuperior resources among the subjects and the effectivemanagement of the mass disturbances.
