With the further development of market economy, China’snon-governmental organizations are emerging, the folk group thethird party organization is independent of the market and thegovernment, it is the inevitable outcome of historical development,the folk organization with its non-profit, voluntary and independentas self advantage, play an important role in promoting economicdevelopment, cultural exchanges, maintain social fairness andjustice, promote the democratization process.China’s institutional environment, the institutional factor areuseful to the development of civil society organizations, there arealso many is not conducive to the development of civil societyorganizations of the institutional factors, such as the realisticpredicament, direct registration of the single source of funding,political participation of non synchronization, opaque informationdisclosure and so on, is that the root causes of these problems,hostility the folk organization of market economy is not perfect, thelag of reform of political system and cultural tradition, to accountfor the social stability of our country, supervision and management of the folk organization with controlled orientation clear, oppositeideas ingrained traditional national and folk organizations. Tochange this situation, the institutional environment to optimize ourimplementation, the key lies in institutional innovation and change,therefore, by exploring the innovation of economic, cultural,political system, the development environment to explore how tobroaden the folk organization.
