Research On Regional Differences Of The Equal Access To Basic Public Services In Jianghan Plain

Equalization of basic public services is a fundamental responsibility of government and is a core work to build a harmonious society. After a brief introduction of background and significance, the paper collates the domestic and overseas research status of the theory of basic public services. On the basis of the previous two studies, the paper clarifies the related basic concepts and theories. With the support of the theoretical part, the paper constructs the evaluation system of the equalization of basic public services, and uses the entropy evaluation method, autocorrelation method, the variation coefficient method to study regional differences of Jianghan Plain equalization of basic public services. The paper firstly studies the overall spatial pattern and makes a detailed analysis of the various areas of service equalization spatial pattern, secondly studies the agglomeration conditions of Jianghan Plain equalization of basic public services, and finally analyzes differences in all areas of basic public services of Jianghan Plain.After analyzing the regional differences in equalization of basic public services of Jianghan Plain, the paper comes to the following conclusions. Firstly, the equalization of basic public services of Jianghan Plain and various areas of service equalization shows high degree of spatial differentiation and a significant imbalance. Secondly, Jianghan Plain achieves generally equalization in basic education and health services in addition to some individual indicators. There are still some uneven areas in social security services. Communications and transportation of infrastructure services are unequal obviously. There is a great disparity in eco-environmental services, which is the biggest in basic public services. Thirdly, social security and infrastructure equalization of Jianghan Plain don’t concentrate, while the equalization of basic public services and the various areas of service equalization have emerged agglomeration effect. Fourthly, the equalization of basic public services of Jianghan Plain is affected by various areas of service equalization and economic development and urban population size and the investment in fixed assets.
